| [wtp-releng] New versions for Faceted Project Framework plugins |

I just released a change to increment the following faceted
project framework plugins from 1.2.x to 1.3.0. In all of these cases,
significant new api and end-user functionality has been added during 3.0 to justify
such version increase. I went through all of the plugins in common and j2ee
projects and updated the reference ranges. Released those changes as well.
Other teams will need to react to this change themselves. The new version range

a similar version bump today (from 1.1.x to 1.2.0). I updated the references in
common and j2ee plugins to work with the new version of this plugin as well.
