You may want to try WTP's 
I-I20070921031142-20070921031142

It's link should be good to download more recent download
of platform. 
(and they did change a version number in eclipse.ui, so
we did _need_ the more recent version to 
stay in synch). 

The one you tried "M20070918-1350-win32"
appears to be a maintenance build, which would still be 3.3 based (near
their 3.3.1).

I'm seenig the  problem below when I trigger
JSP features with 
http://download.eclipse.org/webtools/committers/drops/R3.0/I-I20070920200216-20070920200216/.
 
I have picked up the pre-reqs except I have substituted 
eclipse-SDK-M20070918-1350-win32.zip in place of the listed Eclipse 
drivers since the link is still broken.  The only thing fishing in
my 
setup is that Winzip failed to extract a bunch of WS source files 
because of too long file names.

Can anyone else reproduce and/or point me to a way to fix?  Could
it be 
a linkage problem due to the wrong eclipse driver?
