[wtp-releng] Note on feature versions in 3.0 stream

Some will notice I incremented most
of the features in the 3.0 stream from "2.0" to "2.1".

The was mostly to clearly distinguish
them from the "2.0.1" features. 
The plan is to eventually increment
them to "3.0", but ... I thought just in case there's any reason
to 
change our minds, it's painful to go
backwards. 

I suggest JSF and JPA do something similar
(I didn't since I'm not a committer on those (sub) projects). 

Everyone needs to pay quick attention
to the versioning reports, such as

as there's LOTS of errors.
