8 hours later, I've concluded this error
was due to a change made to 
buildAll.xml 
in releng. 

So .... good ant programmer that I am
:) , instead of fixing it, I just rolled back to the 1.112 revision of
buildAll.xml (last known working version)
and put it in head as revision 1.115.
So .... the "apply patch" code in revisions 1.113 and 1.114 needs
some work. 

Not sure what the problem is, if bad
ant scripts, or just bad copy locations, but the effect was nothing was
being compiled, just extracted from CVS.
