[wtp-pmc] Approval of 3.22 progress review materials

Fellow PMC members,
Please vote your approval for the Progress Review document draft linked at https://www.eclipse.org/webtools/releaseReviews/202106/ (or give feedback with corrections that need to be made, as before).

Beyond the regular updates to the bug counts, changes include updates to our listed PMC roles. As we've had at an election fail from a lack of responses this release, during the next release I plan to call upon our inactive Committers and PMC members to confirm whether they wish to continue with those roles.

My sending this affirms my own +1 for continuing with this release.
