Mark Hutchinson has been actively involved in WTP Web Services since 2006
and he continues to contribute high quality fixes to bugs and has completed
several enhancements.  Also, he regularly participates in the smoke tests
and in the WTP newsgroups.  His thoroughness is exemplary, as I rarely have
to update the copyright headers in his patches.  His solutions are
well-thought out and complete.  Mark has gained a broad range of technical
skills and experience over the last few years, not just in the area of WTP
Web Services (Web Services Explorer, JAX-RPC samples, Web Services Wizard
Framework, Defaulting, etc.), but also in other areas of WTP, like XML
tooling and the faceted framework, that may be pertinent to the task at
hand.  Here is an example of a tutorial that he's written about developing
