[wtp-pmc] Links to patch process references

As promised in PMC meeting, here's the
links to the old and new proposed process.

You'll note this is mostly technical
information, as there is no process for "how to propose" and
"how to decide" 
if something should be provided as a
patch feature. I think we have, and should continue, to handle those on
a case 
by case basis, since they are relatively
rare. If anyone wants more process around that, feel free to suggest it.
