[wtp-incubator-dev] Commit rights for Laknath Semage have been expired

David Williams has expired the commit rights for Laknath Semage (lsemage). 
The reason for this change is:

I am removing Laknath from the project committer list due to inactivity. If
this was an error due to me misreading commits or activity level, feel free
to say so. Laknath, feel free to get re-involved in WTP (or Eclipse in
general) if your time and interests allow it. Thanks.
