[wtp-dev] Reminder to vote on Committer Election for Elson Yuen on Webto

Voting will close tomorrow for the committer election of Elson Yuen on
project Webtools Releng (webtools.releng).

Criteria:

He's a WTP PMC, but can't override gerrit -1 failures when he KNOWS his code
is clean (and it's an infra failure, not a bad change). So... since
apparently only releng committers can override gerrit -1s, I'd like to
nominate him for wtp.releng.
