How embarrassing. 

Despite all the tools and tests we've
added to fix and check license files, one bug has gone unnoticed until
now.

The files were there in cvs ... but
the build.properties not updated to include them. 

I think the only alternative is to rebuild.
Features are so simple, it is tempting to hack the feature.jar, but then
with all the metadata, zip files, etc., I'm not sure I could get all that
right. 

So ... I'll be doing a rebuild tonight,
just to make sure this one feature has the correct license (SUA) and epl
file is included (as required by Eclipse IP Release rules).
