Actually, you can probably get everything you need from the built in
galileo site.
http://download.eclipse.org/releases/galileo
The http://download.eclipse.org/webtools/updates/
repository has a few extra things, like source, for WTP, and Unit tests
(both important for those extending WTP)
and JAX-WS tools (incubating, not released yet).
Anything "Galileo" is or would have the latest base eclipse code.
But, if not sure, their repository is also in the built-in list
of available software sites:
http://download.eclipse.org//eclipse/updates/3.5

I just downloaded and installed directly "Galileo".
I added to my Install/Update preferences the site:
http://download.eclipse.org/webtools/updates/
What URL should I use in order to update the base eclipse code?
Or does the one above for webtools update that software as well?

Upgrading to Galileo from 3.4.2 (or WTP 3.0.4) is not supported.
I recommend you start with one of the distributions at
http://www.eclipse.org/downloads/ such as Eclipse IDE for Java EE
Developers and then install other things, if not provided in that
distribution.

I am running eclipse 3.4.2.
I went to "help" then "Software updates".
I see under "Installed Software" that I have "web developer tools"
version 3.0.4.
When I click on it the "update" button on the right does not highlight.
How do I upgrade?
