[wtp-dev] Commit rights for Philip Berkland have been expired

Nitin Dahyabhai has expired the commit rights for Philip Berkland
(pberkland).  The reason for this change is:

Phil's work in founding JSDT, evangelizing it at more than one EclipseCon,
and successfully graduating it into WTP's 3.0 release has had a profound
impact on WTP's readiness as a platform for developing "Web 2.0"
technologies and tooling.  Lately his duties have taken him to other
projects, though, so it's time to retire his commit rights.  His
contributions and presence will be missed, but hopefully he'll still share
his wisdom with us from time to time.
