[wtp-dev] Declaring Build for WTP 3.1: I-3.1-20090219095943

Declaring I-3.1-20090219095943 as the
first I-build for 3.1 M6. Although some issues were resolved in the succeeding
builds, there are still several releng problems with this build:
22 JUnit failures in Java EE, under
investigation

org.eclipse.wst.ws_wsdl14.feature 
org.eclipse.wst.ws_wsdl15.feature

Teams responsible please address these
issues now so that we do not have the same failures next week.
