This is actually a feature. The facets selection panel is now accessible as a popup (click the modify button next to the configurations drop-down) rather than as a second page in all of the WTP wizards.  See the following resource for more information.

The facet wizard page is missing in the project creation wizards:

This is in the M3 smoke test candidate and fails the Java EE smoke tests.
