[wtp-dev] WTP 3.0 M1 Declared

The first milestone of the WTP 3.0 release
is tested and declared.  This milestone represents the minimal work
to get up and running on the 3.4 Ganymede platform, as well as some server
tools additions.  The smoke test approvals were used as a vote of
readiness to declare.   Please note the port of the web service explorer
to Jetty remains a work in progress.  Here is the M1 build:
