The Europa "RC4 Staging" area
is ready. 

You'll need to start with (at least)
the Eclipse Platform, 
and define a new Remote Site: 

http://download.eclipse.org/releases/europa/staging/

My guess is the normal, built-in, Europa
Discovery site will be ready 
later this afternoon ... around 3 or
5.
