[wtp-dev] staging update site is ready for testing

If anyone would like to test the WTP
1.5.4 update site, there is one in a staging area.

I tested the basics, and don't think
there's a need for anyone else to test, but just in case anyone wants 
to try it out with some special configuration
or special set of plugins already installed, then it is there 
(sorry for the short notice). 

If I hear no objections, once 1.5.4
is declared, I'll merge this site in with our release update site

And, hopefully, the Callisto update
site.
