[wtp-dev] Request PMC 1.5.1 approval for 158219

Would like to request for PMC review and approval to fix defect 158219. No code change is required but XMI files in the patch. The defect adoption will eliminate the discrepancy between database vendor and the vendor spec that RDB supports. It will benefit WTP adopter who rely/query the default database element length.
