[wtp-dev] Request PMC permission to fix 133363 in WTP 1.0.2

The fix for this bug is very low risk - it simply involves removing a
couple references to 3rd party products from existing documentation and
removing a reference to a tab that's no longer on the GUI.
A patch is already available and appended to the bug.
