FYI .. I've opened bug 131859 (Problems with /webtools/committers refreshing correctly) to track this issue.

I *think* I've fixed the worst of it, but will continue to investigate and document findings in that bug.

Since around last week, the committers download site started to periodically go on strike. It intermittently comes back with truncated results like the following. This is a serious problem for people trying to download the latest I and M builds for testing and development.
