We can certainly raise the priority on 117497
and try to get it in. It sounds like its not a P3. If we are going to do this
for 1.0, we need to stop work on https://bugs.eclipse.org/bugs/show_bug.cgi?id=116699,
which conflicts with this.

don't mean to pick on you, but 117497 is a major issue for us. It is a serious
usability regression from 0.7 or M8.
Consider
the case of a vendor that builds a product solely to do JSF tools on top of
WTP. When the user creates a Web project, JSF will actually be disabled by
default. The user has to know not to click Finish on the first page, and go to
the second page to enable the JSF facet. I think we need to provide basic
support for vendors to enable their facets by default.
