The planned changes have been completed and are now available from HEAD. 
The following plugins have been removed and their contents transferred
into org.eclipse.wst.dtd.core:

org.eclipse.wst.dtd
org.eclipse.wst.dtd.contentmodel
org.eclipse.wst.dtd.parser

Most packages have been renamed to declare them as "internal".  The 
org.eclipse.wst.dtd.validation and org.eclipse.wst.dtd.ui plugins are 
otherwise unchanged.
