[wtp-dev] Tutorial-I fails with WTP I20041218

The top down test with WTP Tuorial-I fails to complete with thew new I 
Build.  I have opened bugs in bugzilla related to this.

The test passes:
 - Create server type in preferences
 - Create a web project
 - Set J2EE runtime
 - Create HTML
 - Create JSP

Test fails
 - Run on server
 - Start server
 - XML content assist (web.xml)
 - Publish module
