Under WebTools Development Resources,
I've added the initial version of a document to 
be more explicit about what's expected
from developers as code is added to CVS, builds, etc. 
It partially covers "hygiene"
items (like including a .cvsignore file) but also includes expectations
of documenting designs, plans, and the
type of quality expected from various builds. 
I don't think there's anything radical
there, but there is so many groups involved in WTP, I think it best 
to write down what "seems obvious"
to smaller, homogenous teams (since, we're learning, its not 
always so obvious after all).
