[vtp-dev] Refactor of UI elements

FYI,

I created a new plugin org.eclipse.vtp.ui
to contain all common UI elements and to get it started I moved in and
renamed our preference and new file wizard categories to org.eclipse.vtp.preferences
and org.eclipse.vtp.wizard.new, respectively. Previously they were embedded
in the XML catalog and common base XML editor plugins. In the future any
common UI elements should go in this plugin.
