flow duration curve is based on dicharge statistical analysis, that means:
1. you have measured data
2. you do not have measured data and so you have to calculate discharge based on rainfall, temperature, ...

In the first case JGrass will not help, you just have to do the flow duration with the available data. In the second case you have to use a complete hydrological model, calibrate it and then run it to calculate the flow duration curve. In this second case JGrass could help you but the model you would use is h.adige and there is no manual available for it and it is pretty complicated to run.

you can use JGrass for river flow studies. There are a lot of hydrological and geomorphological tools you can use to define the basin and the discharges.
