Hi Shaun:
Wish you were in my uDig class today as we are covering that kind of stuff (how to create projects as a programmer).
Best advice is to go over the OWS Context code which reads a file format defined by the OGC and manually creates projects and layers and styles based on what it reads in.
In terms of the specifics of a SVL2SLD importer we can talk to the deegree community (who we are on good terms with) to see about sharing and/or using their code as a starting poinnt.
TIF, ECW, SID can be represented directly...
