Hi Rahul.
The north arrow depends on the ability to transform from EPSG:3310 in this case to WGS84. I usually test it with 3005 in order to show that it does in fact point north as you move it around the screen in a projection where north is not always up.
Do you want to construct a patch for the north arrow? The logic used is pretty simple and perhaps it is bugging out for 3310 ?
