I am using the version of udig number 1.1.1.
I unistalled udig. I created a new project. I tried to import my tif image with "import->data->files" in the catalogue but nothing appears in the catalogue... 

The same appens also with udig 1.1...

Next I paste the ".log file". I see the "no valid extension found".
The "no valid extension found" does not refer to a file extension but to a UI plugin extension point, that's another story. 
I can send you also the tif file.

I looked into the source code and it seems that the UI can not be initialized after loading your image. Its either the format of your tif image is somehow different than a standard format or the image is simply corrupt. Maybe it was correct when that office tried it, but it got corrupted during transfer?
Another naive suggestion would be to try to convert this image into another format (shape file for example) and see if its correctly converted and loaded. There's a framework called ogr and I hope it can do such task. If not try googling similar tools.
If all the above doesn't work, then udig-devel list could help you (in case its a problem in udig)
