That was a case study (an example of using udig). I think the source 
code is available if you want to try building it yourself. Richard was 
the developer working on it:

You can check out the source code there; I think it was written for uDig 
1.0? So you may have to update the code to uDig 1.1.1 level before being 
able to run it.
