[udig-users] How "strong" is the meaning og "internal" ?

I  am  frogleaping  from  code  to  javadoc searching  for  a  way  to
programmatically display only a portion of a map.

I am used  to consider code inside "internal" package  as "this is not
the  code you  are  searching for",  but  wishing to  experiment if  a
NavCommand could have done what I need, I discovered that a NavCommand
setViewportModel() method wants a ViewportModel that, AFAIK, is

net.refractions.udig.project.internal.render.ViewportModel.java

Has the meaning of "internal" weakened ?

BTW, is what I'm going to do the right way to select and display a
portion of a map ?
