Can you include the Version information? The WMS protocol depends on the 
client and server playing a little version negotiation game at the 
start; it could be that Oracle is not playing the game correctly. The 
other thing to do is to look in your logs; perhaps there is some kind of 
failure parsing the capabilities document produced by Oracle?

I should also ask what version of WMS oracle is speaking; there are so 
many problems with WMS 1.3 that we do not even try to work with servers 
supporting WMS 1.3 unless asked. It looks like your WMS is public ... 
checking the answer myself I see <WMT_MS_Capabilities version="1.1.1">

If you can create a bug report with this server and the exception from 
the log it will give us a way to track this problem.
