The transform tool is on the update site. Here are some vague instructions on how to do it:

I gave a look at the svn community space of Jan and there is also a
1.1 version of the plugin.
I could compile it for you if needed, but I would prefer to get a
feedback from Jan first, I guess he has some updated version.
Anyone knows if the mail I have of Jan is the proper one?

Hmmm... with the RMS there could be problems, don't know a tool in the
geotools-udig base that does that. The only tool made for udig doing
what you need seems to the following plugin:

one of those tools of GRASS that need a user interaction with the
monitor of GRASS, in order to define the ground control points. That
is one of the things that is not there yet.

Is that what you are searching for? Or do you mean georeferencing?
Perhaps Jan Jezek's raster map warping plugin could be of help to you?
