[udig-devel] developer docs ported?

Evening Frank:

I took a bit of time this weekend to smash through the developers guide on the wiki and take out all the leading numbers (used to sort pages):

I also had a go at the BulkConvert and updated the code to generate page names to convert "API rules of engagement" to "api_rules_of_engagement" as per your request on IRC.

The result is pushed up for your review, if you see any systematic error let me know and we can fix and run the conversion again. I fixed up a few of the pages by hand with a "toctree" entry to see how it would clean up.
