According to the Javadocs 0 is the bottom layer. I think it has been reversed. Its easy to fix. I'll make up a test so it doesn't happen again.

LayersList2 is at the top of LayersView ?


Seems the rule has changed some times ago and now some issues should be fixed like arrow buttons in LayersView. Also adding new layers should be performed not to the end of LayersList2 but to the head of list to appear on the top of map when resources are dropped into the opened map editor, etc.
