I agree.  It is consistent with many UI conventions so we will go with it.  Hopefully the next release :)

An excellent point here.  I have no idea how this should be handled but
am open to suggestions...

Ideas:

1.  Tab between the two?
2.  Second click will select the second?
3.  Other idea?

can't delete the larger polygon but is there any way to filter it out
so that the editing tool does not try to select it?
