One way we could keep everyone happy is this -

Provide a separate plugin for the bad servers.

We can give several plugins a chance at any given url. And we can have a 
warning that the application is connected to a non complient WMS or WFS 
server.  Stricktly speaking we should have the warning visiable in anycase.

This warning based system could be done in either codebase. Sounds like 
a good topic for todays meeting. And another recomendation for the 
geotools developers guide.
