In Eclipse Mars 4.5M1 https://www.eclipse.org/eclipse/news/4.5/M1/#PDE
the category.xml editor allows to specify additional repositories "that
should be referenced by the generated update repository. These
additional repositories will be searched for content whenever the
generated repository receives a request for content."

Does tycho handle that?
Maybe 0.22 snapshot?
