Hi Uwe,
Thanks for sharing this insight with me. Unfortunately, it did not solve the problem. I placed the snippet at the root pom.xml and at the pom.xml responsible for building the product under test. The confusing thing is that I do exactly what is written in the documentation (http://www.eclipse.org/tycho/sitedocs/tycho-surefire/tycho-surefire-plugin/test-mojo.html#testRuntime) and it does not work whereas it worked in previous versions..

You have to list only those requirements which are required for the tests but usually not needed for the build of the non-tests plug-ins/features and therefore probably not part of the target platform yet, like SWTBot in example.
Not sure if it is related, but it seems the in our case the p2 metadata generation was to late in the lifecycle and the built artifacts where missed. The corresponding section in the pom.xml (<pluginManagement>) reads

Typically you find this section in examples for using Eclipse signing infra-structure, but the original phase is "verify".
With those changes, we got our tests running using Tycho 0.21.0 surefire plugin.
