[tycho-user] target-platform-utils:mirror-target-to-repo missing many features/plugins

Hi all,
this is a question not about Tycho itself, but about the JBoss Tools
Tycho plugins, so I hope this list is still the right one.
What I am trying to do is creating a p2 repository by mirroring
everything in this target platform [1].
Alas, my call to
mvn
org.jboss.tools.tycho-plugins:target-platform-utils:0.21.0:mirror-target-to-repo
results in a kepler.target.repo that is missing many features/plugins
that IMHO should be there but are not, leading to error messages like
> Unable to satisfy dependency from org.eclipse.epp.package.standard.feature.feature.group 2.0.2.20140224-0000 to org.eclipse.rcp.source.feature.group 0.0.0.
or
> Unable to satisfy dependency from org.eclipse.mylyn.java.ui 3.9.1.v20130917-0100 to bundle org.eclipse.jdt.core 0.0.0.
Does target-platform-utils:mirror-target-to-repo have problems with
includeMode="planner" or is something else amiss?
Any help is greatly appreciated.
