Quick idea from your pom.xml: 
The order of plugins in pom is respected, so you need to move this "attached-p2-metadata" execution AFTER the pack goals. Otherwise, the p2 metadata for the .pack.gz don't get attached to the module and can't be consumed later by the eclipse-repository module.
