This is probably because the target editor doesn’t allow you to select bundles – it only offers features to be selected. Still, if you know the .target file syntax, you can add bundles by their ID through <unit> elements. The first is a a way to make bundles created in a POM-first way available in a p2 form[1]. The second is a way to turn standard JARs into OSGi bundles.
