Thank you Igor for your response. Actually, the problem is resolved when creating a p2 repo that holds releases. It looks like P2 repos has a priority on maven repos since Tycho fetches dependencies from p2 before looking for it in Maven

There is no concept of "release" or "snapshot" versions on OSGi/P2
world, so it is not possible to filter out dependencies based on version
alone. You can try deploying release and snapshots to different
repositories.
