it's always UTC now. I am kind of reluctant to make this configurable as it can lead to late surprises (at p2 install time) in a build landscape spread over several timezones, which is what happened at jboss.

Haven't looked at the sources, but is this configurable?
If not, that would be nice. It's kind of confusing if you don't really need it.
