[tycho-user] Unexpected resource visibility during test execution

I have a fragment containing unit tests
(packaging=eclipse-test-plugin) and another fragment that contains a
log4j.properties and a custom appender class
(packaging=eclipse-plugin).

When the tests are run, the log4j.properties is picked up, even though
there is no direct or indirect connection between the two fragments or
their hosts, but then an error is logged because the custom appender
that is referenced from the log4j.properties can't be loaded.

Why?
