In principle anyone could do a contribution and push it to gerrit [1], I'd be happy to review it.

I can only speak for myself but I have limited time to spend on Tycho and my contract doesn't allow me to do paid third party work for Tycho. Not sure about other committers though (or possible contributors).  Either way if it's done by a committer or a contributor it would go through gerrit. If you can't do it yourself but are willing to pay someone to do it, this list or tycho-user@xxxxxxxxxxx would be the right place to ask. 

In terms of effort estimation, the hooks for testng should be there so I guess it's a matter of integrating the existing surefire testng provider into Tycho (same as we did for both surefire junit providers), so it may even be doable without changing the rest of the Tycho codebase by plugging it in. Of course estimation will depend on how familiar someone is with Tycho and  surefire/testng already. I could give some more source code pointers if someone would try to tackle this.

Also, I don't think there is a bug for this yet, so I'd suggest to start by opening an enhancement in bugzilla [2] where the discussion can continue.
