Sorry, I forgot to mention this, but I already asked this question via
CQZilla [1] and it is okay to renamed Tycho sources while the code is
still hosted at Github. The only catch there, we will have to renamed it
back if the move does not go through for whatever reason.
To give Wayne a chance to reconsider ;-) Tycho build produced during
step 3 will be available from Maven Central repository under
org.eclipse.tycho namespace.

My question is about step 3: Is it okay to do a release of Tycho with Eclipse packages/IDs, although Tycho is not yet at Eclipse? Obviously that version of Tycho won't be distributed via the Eclipse web site, but only via Sonatype's Maven repositories.
