[tools-pmc] Project Lead election for Laurent CARON on Eclipse WindowBuilder

A project lead election for Laurent CARON on project Eclipse WindowBuilder
(tools.windowbuilder) was started by Lars Vogel with this criteria:
I would like to nominate Laurent as new project lead for WindowBuilder.
Currently, I'm one of the leads as I helped building this project outside the
Google infrastructure after Google stopped working on the tool. In the last
years, I was unfortunately not very active.
Currently Laurent is the most active developer of WB and made WB work also
with Java 17. He answers lots of the Github issues and implemented support
for the Nebula widgets in WB. He is also very community orientated and help
new people contributing to WB.
