[tools-pmc] Approval Requested for the Eclipse Graphical Editing Framewo

Dear PMC, 

I hereby request approval of the Eclipse Graphical Editing Framework (GEF) 5.3.0 (2020-06) progress review material (https://projects.eclipse.org/projects/tools.gef/reviews/eclipse-graphical-editing-framework-gef-5.3.0-2020-06-progress-review).

The progress review became necessary, as we did not undertake any of the reviews that were required for the 5.1.0 (2019-06), 5.2.0 (2019-09), and 5.3.0 (2020-06) minor releases we shipped after the Oxygen major release (https://projects.eclipse.org/projects/tools.gef/releases/5.0.0-oxygen), which is the last non-service release with a properly passed review.

The IP log has already been approved, as can be inferred from the related tracking bug.
