[tools-pmc] [CQ 14697] Add SWTChart 0.10.0 to Trace compass incubator

Just in case the steps aren't clear from the portal page..
- From your foundation portal account go to view the project which will be
making the request.
- Click on "[request]", from under "IP Policy (Contribution Questionnaire): ".
You may need to log in once more as that takes you to a separate page.
- Select "Third-Party Code Request.", click Continue
- Type the name of the bundle/resource you seek (eg. 'swtchart'). Approved CQs
will show up with a check mark and a small little round circle will indicate it
is in Orbit. Once selected, and after continuing, the system should confirm
you're creating a piggy-back on the Orbit (ATO) CQ from there.
